System of monitoring and prevention of emergency situations on highways

Usually some weather parameters like air temperature and humidity, air pressure, wind strength and direction, precipitation level are used for highways emergency situations forecasting. For more exact forecasting it is necessary to get additional parameters from the road surfacing: surfacing temperature, geometrical and physical characteristics of surfacing.

Usually for weather estimation the use look-ahead weather phenomena values from the State Meteorological centre are used. However, practical experience shows that actual weather parameters in microclimatic zones of highways frequently are very different from the parameters which are given from the Meteorological centre. So, deviations on temperature can reach 5-7 degrees, the wind direction in a microclimatic zone can differ from predicted to 50 degrees, and air humidity can be essentially differ. For taking the actual weather parameters from the most important points of highways, there the automatic road meteorological stations (ARMS) are used.

Burstroyproject Ltd. has developed a universal complex (UKMP) of parameters monitoring for technogenic or natural emergency situations on highways. The complex allows measuring both weather parameters and temperature of the road surfacing. Thus, unlike other existing monitoring complexes, in our complex the road surfacing temperature is measured using non-contact low-temperature pyrometers without gauges built in the road surfacing.

Highway emergency situations depend on many factors of various physical nature, whose influence on the situations occurrence is difficult to estimate. So Burstroyproject Ltd. has developed a hierarchical probabilistic model of a typical emergency situation, and mathematical and engineering algorithms for parameters estimation and emergency situation forecasting. On the basis of the typical model, there are developed several models of almost every emergency situations which are possible on highways: ice, snow drifts, landslips, flood and floodings of road sites.

Also we offer the system of monitoring and prevention of emergency situations on highways. The parameters of the factors leading to an emergency situation are measured by the complex of parameters monitoring. Given data are stored in the monitoring centre. Physical and geometrical parameters of natural or technogenic emergency situations are processed in the monitoring centre. Forecasting of emergency situations is based of the analysis of parameters. Also the system can estimate the consequences of a real emergency situation. Results of forecasting and an consequences estimation of an emergency situation are displayed in the subsystem of decision-making support.

Complexes of parameters monitoring made by Burstroyproject Ltd. allow to cut down essentially expenses on the maintenance of roads in the difficult weather conditions because of prevention of an emergency situation and controlling the actions of sub-contractors involved in elimination of the emergency situation.

An emergency situation occurrence (highways illumination malfunction, ice-covered road surfacing) is marked by sound and colour signal in the dispatcher’s display. If necessary, the dispatcher receives the detailed information on the situation by clicking the corresponding icon:
